She is only 14 and is guarded around the clock. A case from North Rhine-Westphalia that shows how helpless authorities seem when violence, radicalization and a lack of solutions come together.
An extraordinary case is taking place in Paderborn. A 14-year-old has been monitored around the clock by the police for months. She leaves her accommodation once a day – accompanied by several adults, including youth welfare office employees and civilian, armed police officers, reports “Bild”. Officials say they are securing every step.
Investigators report that she has already attracted attention several times through aggressive and radicalized statements. However, a clear classification is difficult. Doctors expressed doubts about a classic mental illness and spoke more of radicalization.
A life in a container
The 14-year-old is currently housed in a strictly secured container on a shielded area. Inconspicuous from the outside, but inside it is one of the most heavily guarded places in the state.
Permanent monitoring ties up enormous resources. It is reported that numerous emergency services are deployed around the clock. The mood among the officials is tense, also because of the unclear perspective.
Violence, attempts to escape and no solution in sight
The young person was first noticed in 2025 at a music festival, where, according to investigators, she was armed and made threats. She later escaped from sheltered facilities several times and became increasingly radicalized.
Several psychiatric institutions refused admission. Dealing with it is also difficult from a legal perspective. Because of her age, she is not of criminal responsibility.
There are even plans to renovate a clinic
The authorities apparently continue to assume that she has a mental illness and, according to the report, are planning to convert a special area in a psychiatric hospital for her. However, it is unclear when this will be completed.
Until then, her everyday life remains strictly timed: containers, guarding and a short walk per day.
